Also, it would be nice if you capitalised the letter in Allah, as its not only a proper noun but the name of our Lord and deserves as much respect as we can endow.
Back to your question, Allah is not confined to space and time as in the human sense of dimension. Allah, the Most Exalted, needs no sense of direction to be understood...He has Established Himself over His Throne and His Power/Might/Knowledge/Dominion is unique. Thus, He is where He has always been in a manner befitting only to the One and Only God.
